WHEREAS, Long Island has undergone tremendous economic development since the conclusion of World War II, becoming one of the most attractive economic regions in the nation; and
WHEREAS, Long Island faces significant challenges to its future economic development; and
WHEREAS, one of the most important of these challenges is the need to improve the transportation infrastructure of Long Island; and
WHEREAS, the greater utilization of Calverton Airport and the development of high-speed ferry service to Connecticut are two of the most promising opportunities to improve the transportation infrastructure of Long Island and expand its economic opportunities; and
WHEREAS, the Long Island Regional Planning Board has recently received a grant to conduct a planning study that will address specific uses for Calverton Airport and related facilities; and
WHEREAS, the goal of direct transportation access from central Long Island to Connecticut can be realized through the development of high-speed ferry service for cars and trucks between Shoreham, New York and New Haven, Connecticut; and
WHEREAS, any expansion or development of transportation facilities on Long Island must be accomplished in a way which protects Long Island's natural resources and maintains its superior quality of life; and
WHEREAS, the development and improvement of transportation facilities on Long Island could be assisted by the establishment of a Long Island Transportation Development Authority; and
WHEREAS, there is a need to determine the most appropriate structure for such an authority, as well as its powers, duties, and coordination with other public entities;
NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish an Advisory Council on Long Island Transportation Development.
The Advisory Council on Long Island Transportation Development shall consist of the Commissioner of Transportation, the Commissioner of Environmental Conservation, the Commissioner of Economic Development, the Secretary of State and the Commissioner of Parks, Recreation and Historic Preservation, or their respective designees, and such representatives of regional planning organizations, local governments, economic development organizations and environmental protection organizations as the Governor shall choose to appoint, which members shall serve at the pleasure of the Governor. The Commissioner of Transportation or his designee shall serve as the chairperson of the Advisory Council.
The Advisory Council on Long Island Transportation Development shall examine potential development of new transportation facilities and services on Long Island, primarily the greater utilization of Calverton Airport and related facilities, and the establishment of high-speed ferry service for cars and trucks between Shoreham, New York and New Haven, Connecticut.
Specifically, the Advisory Council shall:
the purposes and powers of the authority;
the composition of the membership of the authority;
the transportation improvements proposed to be undertaken by the authority, and alternatives thereto;
the methods of financing the proposed improvements;
the need to protect and preserve the surrounding environment on Long Island;
the methods of obtaining the necessary permits, licenses, and other approvals for the proposed improvements;
the role of the New York State Department of Transportation and other State agencies in implementing the proposed improvements;
the methods of obtaining public participation in the decisionmaking process of such an authority; and the relationship between the proposed improvements and the existing transportation infrastructure on Long Island.
The Advisory Council on Long Island Transportation Development shall submit a report to the Governor no later than January 1, 1993.
All departments, divisions, boards, offices and public corporations of the State are requested to cooperate with the Advisory Council on Long Island Transportation Development and to provide such assistance as the Advisory Council may request to fulfill its purposes.
