WHEREAS, It is necessary to have an orderly transition and administration of State government; and
WHEREAS, Careful scrutiny must be given to existing executive orders to " ensure their continued effectiveness and desirability; and
WHEREAS, It is the policy of this State to streamline and simplify the administration of government to ensure efficient operations;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby designate the Secretary to the Governor, in conjunction with the Counsel to the Governor, the Director of the Division of the Budget and the Assistant to the Governor for Management and Productivity, to review and evaluate each existing executive order, taking into consideration the following:
The review required by this Order shall be completed by January 31, 1983. On or before February 15, 1983, the Secretary to the Governor shall submit a report to the Governor with recommendations and suggestions for continuation, modification or revocation of existing executive orders.
Every State department, division, board, bureau, commission, council and agency shall provide assistance and cooperate as necessary for the accomplishment of the purposes of this Order.
All executive orders and amendments thereto heretofore issued and promulgated and in effect as of this date shall remain in full force and effect until otherwise revoked or modified.
No boards, committees, offices, task groups or any similar entities existing pursuant to executive order shall enter into any financial or contractual obligations until the review directed by this Order is completed and final determinations are made as to the continuation, modification or revocation of the executive orders reviewed.
