Section 3.83 - Executive Order No. 83: Creating the Playground-for-All-Children Task Force

There is hereby created within the Office of Parks and Recreation in the Executive Department the Playground-for-All-Children Task Force. It shall consist of the Commissioner of Parks and Recreation, the State Advocate for the Disabled, and at least seven other members to be appointed by the Governor. The Governor shall designate one of the members as chairman.

The Task Force shall render a progress report, not later than August 1, 1979, to the Governor. Such report shall include preliminary recommendations relating to the testing, developing, designing, fabricating and encouraging the use of playground components, equipment, facilities and programs which will assure availability and utilization by all children, able-bodied and disabled alike.

The Task Force shall continue in existence until February 1, 1980, and shall render its final report by that date. Such final report shall set forth recommendations as to the feasibility and cost of developing and installing playground components, equipment, facilities and programs which are functional, durable, cost effective and safe. In addition, such report shall include recommendations as to how to encourage the utilization, adoption and installation of such components, equipment, facilities and programs. In rendering its report, the Task Force shall take into consideration the experience of private and public agencies in New York and elsewhere, including the experience of the City of New York and its agencies.

The members of the Task Force shall not receive any salary or other compensation for their services but shall be entitled to reimbursement for actual and necessary expenses incurred in the performance of their duties. Reimbursement for such expenses shall be made only upon authorization of the Commissioner of Parks and Recreation.

The Task Force may employ such staff and may retain the services of such consultants as may be deemed necessary, at compensation to be fixed by the chairman, and may make such other expenditures as may be deemd necessary, within the amounts made available therefor and subject to approval by the Commissioner of Parks and Recreation and the Director of the Budget. In addition, the Task Force may request and shall receive from any department, division, board, bureau, commission or agency of the State such assistance and data as will enable it properly to carry out its powers and duties hereunder.
