Section 1.36 - Executive order no. 36: creating the manpower resources commission

I, Nelson A. Rockefeller, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do provide centralized leadership and direction in manpower training, to consist of the Industrial Commissioner as chairman, the Commissioners of Education, Commerce, Social Services, and Human Rights, the President of the State Civil Service Commission, the President of the State University and the Director of the Office of Community Affairs. The Director of the Office of Planning Coordination shall serve as a non-voting member.

I. General Powers:

The Commission shall have primary responsibility for the coordination of manpower planning and administration within the State. In fulfilment of this responsibility, the Commission shall have, but not be limited to, the following powers and duties.

--To study, document, review and evaluate on a continuing basis, job training and development activities among governmental and non-governmental agencies in the State;

--To develop and recommend to the Governor a comprehensive manpower policy, setting forth program and funding priorities and assignments of responsibility to participating State agencies;

--In cooperation with the Social Development Planning Commission, to take inventory of State manpower needs and of the economic, program and physical resources available to meet them;

--In cooperation with the Social Development Planning Commission, to develop an information and reporting system which will aid in the evaluation of manpower training programs and their effectiveness with particular concern for their impact on minority groups and the disadvantaged;

--To prepare in advance of the various agency budget submissions and submit annually to the Governor a recommended State manpower fiscal program setting forth the overall goals of the Commission and the resources available from all sources to meet them; and

--To coordinate and take steps to improve the administration of State agency and inter-agency manpower programs and activities, through such mechanisms as it may deem necessary or desirable, including the appointment of working committees which may include persons not members of the Commission and persons employed by agencies not represented on the Commission.

To assure the necessary coordination between Federally financed manpower training programs and those of the State, the Commission shall also act as the parent body of the State CAMPS Committee and shall be responsible for the development of the State-level Cooperative Area Manpower Planning system report. The Chairman of the Commission shall serve, ex officio, as Chairman of the State CAMPS Committee.

II. Personnel:

The Commission shall appoint an executive director and shall assign to director such powers, functions and duties as it shall deem appropriate to fulfill the purposes of this Order. The Commission may also employ such other personnel as it may deem necessary or desirable to fulfill the purposes of this Order.
