WHEREAS, by Executive Order dated September 8, 1962, Herman T. Stichman was constituted as a Special Commissioner and it was directed, among other things, that the Attorney General of the State inquire into certain matters involving the public peace, public safety and public justice, pursuant to subdivision 8 of Section 63 of the Executive Law; and
WHEREAS, the Attorney General, as requested in the Executive order, duly appointed the Special Commissioner as a Special Assistant Attorney General, and has duly appointed certain deputies and other persons to aid and assist the Special Commissioner in the conduct of the inquiry as contemplated by the Executive Order; and
WHEREAS, the Special Commissioner and Special Assistant Attorney General has been conducting an inquiry into matters involving the management and administration of the public schools in the City of New York; and
WHEREAS, on the basis of information submitted to me by the Special Commissioner and Special Assistant Attorney General concerning the said inquiry, I deem it in the public interest and in aid of my functions and duties as Governor of the State of New York that a public hearing be held with respect to the subject matter of the said inquiry and that information obtained upon the said inquiry be publicly disclosed.
NOW, THEREFORE, I hereby authorize and direct Herman T. Stichman, Special Commissioner and Special Assistant Attorney General, with the aid and assistance of the said deputies and other persons appointed by the Attorney General, to hold public hearings with respect to the subject matter of the said inquiry and in the course of said hearings to disclose publicly information obtained upon the said inquiry.
