(a) A parking and traffic commission has been established for the purpose of recommending to the college president traffic and parking regulations to maintain an orderly pattern of motor vehicle regulation and control.(b) The regulations so recommended by the commission and established by the college apply to students, employees, visitors, contractors, employees of college affiliated organizations, and all other persons whose vehicles are operated or parked on the grounds of the college.N.Y.
