Section 173.1 - Fees in teacher education institutions(a) Extension fee. For extension courses creditable toward the bachelor's degree offered by State colleges for teachers and State teachers colleges as approved by the Commissioner of Education, $7.50 a semester hour; for such courses creditable toward the master's degree offered by the New York State College for Teachers at Albany, $7.50 a semester hour; for such courses creditable toward the master's degree offered by the New York State College for Teachers at Buffalo and the State teachers colleges, $10 a semester hour. Said fee shall be payable in full at the first session of the course, or, at the discretion of the president, one-half at the first session and one-half not later than the middle of said course. In no case shall a refund be made of fees paid for such extension courses.(b) Summer session fee. To be charged of each summer session student who is a resident of New York State enrolled in courses creditable toward a bachelor's degree, except cooperating critic teachers, seven dollars a semester hour; for such students who are enrolled in courses creditable toward the master's degree offered by the New York State College for Teachers at Albany, except cooperating critic teachers, seven dollars a semester hour; for such students enrolled in courses creditable toward the master's degree offered by the New York State College for Teachers at Buffalo and the State teachers colleges, except cooperating critic teachers, $10 a semester hour. Nonresidents of New York State enrolled in courses creditable toward either a bachelor's degree or master's degree during the summer session or in the summer accelerated program shall be charged $10 a semester hour. Students leaving the summer session at any time during the first five school days of the session shall be entitled to a refund of the amount of said fee.(c) Regular session fee. To be charged of each regular session student a fee not to exceed $5, payable in two equal semiannual installments upon registration at the beginning of the first and second semesters respectively. Students leaving a State college for teachers or a State teachers college prior to the first of October or the first of March of the of the first and second semester respectively shall be entitled to a refund of the semester installment of said annual fee. Under no other conditions shall said fees be refunded.(d) School of practice fee in State colleges for teachers. To be charged of each pupil enrolled in the Milne High School of Practice of the State College for Teachers at Albany a fee not to exceed $25, payable in two equal semiannual installments upon registration at the beginning of the first and second terms respectively, and to be charged of each pupil enrolled in the school of practice of the State College for Teachers at Buffalo a fee not to exceed $10, payable in two equal semiannual installments upon registration at the beginning of the first and second terms respectively.(e) There shall be charged a fee of $100 a year, payable quarterly in advance, for special private instruction in voice and instrumental work in the music supervisors' courses at the Fredonia State Teachers College and at the Potsdam State Teachers College.(f) The president of the Fredonia State Teachers College shall be authorized to employ temporarily, subject to the approval of the commissioner, not to exceed two "associate heads" and three "assistants in department," in accordance with the salary schedule provisions in the Education Law for such positions in State teachers colleges, and such other part-time assistants as may be necessary, to be paid out of the Fredonia Music Tuition Fund until such time as the State makes provision for such positions through the appropriation bill. No commitments hereunder shall exceed the money available in such fund.(g) All such moneys shall be collected by the president of the teachers college. Such moneys shall be credited to an appropriate fund or funds and deposited by the president in a bank or banks to be designated by the Comptroller. The provisions contained in this section requiring the payment of fees in advance shall not apply to compensation to be received from the Federal government.(h) Disbursements from such funds shall be made by the head of a teachers college in accordance with the purposes for which they were collected.(i) A monthly report of such receipts and expenditures, accompanied by vouchers, shall be made by the head of a teachers college to the Commissioner of Education for his audit and approval.N.Y.
