Section 145-6.3 - Regents health care professional opportunity scholarships
(a) Eligibility. A student enrolled in an approved program of study in medicine or dentistry who meets the eligibility criteria specified in subdivision (10) of section 605 of the Education Law, including status as economically disadvantaged and/or membership in a minority group underrepresented in the professions, and who agrees to practice medicine in an area of shortage of physicians or, as appropriate, agrees to practice dentistry in an area of shortage of dentistry, shall be eligible for a scholarship pursuant to this section.
(1) For purposes of this program, minorities historically underrepresented in the professions shall include residents of New York State or permanent resident aliens residing in New York State who are black, Hispanic, American Indian or Alaskan native.
(2) Areas of shortage of dentists. An area of shortage of dentists shall include a population which is underserved and whose level of dental care is demonstrably lower than that of most residents of the State. A licensed dentist with an obligation to serve in a shortage area of the State shall submit, for the commissioner's approval, a service proposal to serve such a population.
(b) Allocation of scholarships. Regents health care professional opportunity scholarships will be allocated annually by the commissioner between the professions of medicine and dentistry.
(c) Commencement of service requirements. No award shall be made unless the applicant has agreed to enter into a service agreement upon the conclusion of professional study. Each such agreement shall set forth the time and circumstances under which service shall begin.
