(a) It is department policy to pay legitimate claims promptly and in reasonable amounts; to expeditiously reject claims that are without merit; and to use claims as a management tool to identify problem areas, and take corrective action. Claims may originate from: (1) acts of other inmates; or(2) improper acts or omissions of department employees or agents.N.Y. Comp. Codes R. & Regs. Tit. 7 § 1700.2
