Section 3.10 - Reports and requests for instructions(a) Wherever it is provided in this Title that a report is to be made to or instructions are to be requested from the superintendent of a facility, the superintendent may designate an employee to receive such report or to furnish such instructions and the report or request shall be made to such employee. Instructions given by an employee designated to furnish same shall be deemed to be instructions given by the superintendent. Each such designation and any changes and amendments thereto shall be in writing and a copy thereof shall be forwarded to the commissioner.(b) Wherever it is provided in this Title that a report is to be made to or instructions are to be requested from the commissioner, the commissioner may designate a deputy commissioner or other employee to receive such report or to furnish such instructions and the report or request shall be made to such person. Instructions given by an employee designated to furnish same shall be deemed to be instructions given by the commissioner.
