Section 651.76 - Payments(a) All payments by the State pursuant to such contracts shall be made after audit by and upon the warrant of the State Comptroller on vouchers approved by the commissioner.(b) Payments will be made annually as prescribed in the State contract, except that no payments will be made for annual debt service, either actual or hypothetical, scheduled to be due and payable prior to April 1, 1971.(c) In the event that the applicant fails to comply with any of the requirements of the Public Health Law or the State sanitary code, or rules and regulations of any State agency or department applicable to the project, the commissioner may upon reasonable notice withhold annual payments to the applicant until compliance is effected.(d) Once State aid is extended to a municipality by means of a contract between the State and the municipality, annual payments will be continued until the State's obligation is completed, subject to availability of annual appropriated funds.
