Section 185.5 - Destruction(a) Except as provided in section 185.4(d) of this Part, for Mint stamps and Conservation Edition prints, all unsold Mint stamps and prints in the possession of the department, and in the possession of its contractor or contractors for the production of such Mint stamps and prints, shall be destroyed at the end of the third year following the issue year.(b) Following the destruction of stamps and prints pursuant to subdivision (a) of this section, no additional products bearing the design of the destroyed Mint stamps will be produced except promotional materials used to promote the whole program, as provided in section 185.4(f) of this Part.(c) All unsold migratory bird products, other than Mint stamps and prints, in the possession of the department at the end of the third year following the issue year may be disposed of at the department's discretion. Priority will be given to provide such products, without cost, to not-for-profit and charitable organizations for program promotional purposes, or to educational institutions and facilities for promoting awareness of migratory bird conservation and management.N.Y.
