The purpose of this Part is to establish: the administrative procedures for the issuance and use of hunting, fishing and trapping licenses and the voluntary habitat stamp; the administrative procedures and requirements for reporting license sales and remitting license revenue by license issuing agents and license issuing officers; and the fee for the habitat stamp.
