The Banking Board hereby finds that violation of any of the provisions of section 3.1 of this Part by any director, trustee, officer or other person, as described in such section affords a proper basis for a removal proceeding pursuant to the provisions of Banking Law, section 41, upon certification by the superintendent, in his discretion, of the facts relating to such violation.
