All original special proceedings will be heard either upon the reproduced full record method or appendix method. In all original special proceedings, the appellant shall file an original and five copies of a reproduced full record on review or one single copy of the record and an original and five copies of an appendix. The record shall be stipulated to by the parties and shall otherwise comply with section 1250.13 of this Title.
