N.Y. Comp. Codes R. & Regs. tit. 22 § 611.14
All papers, records and documents involving a complaint relating to the discharge of a panel attorney's duties shall be sealed and deemed private and confidential. However, upon good cause being shown, the justices of the Appellate Division or the presiding justice thereof may, by written order, permit to be divulged all or any part of such papers, records and documents. In the discretion of the presiding justice, such order may be made either with notice to the persons or attorneys to be affected thereby, or upon such notice to them as the presiding justice may direct. Records of the Departmental Advisory Committee shall be made available, upon request, without the necessity for such order, to the Departmental Disciplinary Committee for the Appellate Division, First Judicial Department.
