No person shall make, or permit to be made, any objectionable or disturbing noises or disturb or interfere with occupants of the World Trade Center or neighboring buildings or premises, whether by the use of any loudspeaker or other sound amplifying device, musical instrument, radio, talking machine, unmusical noise, whistling, singing, or in any other way.
