No person shall enter upon the public landing area, public ramp and apron area, public passenger ramp and apron area or the public cargo ramp and apron area of the air terminal without permission except persons assigned to duty therein, authorized representatives of the Port Authority or the airport operator, or passengers and crews entering upon the public ramp and apron areas for purposes of embarkation or debarkation.
