Section 1274.3 - Operators to be licensed and vehicles registered

No motorized vehicle shall be operated in or upon a public vehicular parking area or air terminal highway unless (a) the driver thereof is duly authorized to operate such vehicle on State or municipal highways and unless (b) such vehicle is registered in accordance with the provisions of the law of the State.
