Section 1271.19 - Presence of qualified attendant required before starting engine

No person shall start an aircraft engine at the air terminal unless there is a qualified attendant standing by outside the aircraft with a 20 pound or larger dry chemical fire extinguisher or unless the engines are equipped with their own fire control system.
