No persons shall keep or store in or upon any public wharf, public mooring facility, public cargo facility or public storage area or facility at any Port Authority marine terminal, any equipment used or to be used by him in connection with the loading or unloading of waterborne freight to or from vehicles (other than railroad cars) except such carriers of freight by water, water front terminal operators and duly licensed stevedores, as may be authorized so to do by the Port Authority.
