Section 1220.40 - Leaking, loose, improperly packaged and marked baggage or express not accepted for handling

No piece of baggage or express will be accepted for handling at the terminal, if in a leaking or loose condition. No piece of express will be accepted for handling if it is not properly packaged and marked.
