Oxidizing materials listed in section 1211.150 for reference to this section are restricted to a maximum quantity per vehicle of 100 pounds gross weight-- provided, however, such oxidizing materials are in outside containers of 35 pounds gross weight, or less, or, for contents customarily described by volume, six one-half gallons, or less. There are no restrictions on the transport of empty containers which last contained such oxidizing material provided the accompanying shipping papers show them to be empty.
