Section 1211.150 - Index of dangerous articles
(a)How to use the index.
(1) To determine which restrictions, if any, apply to the transportation of a dangerous article known by name-e.g., acetone:
(i) locate name of dangerous article (as noted on shipping papers) in the alphabetical listing of dangerous articles which follows;
(ii) in column 2, note commodity classification. (Acetone is classified as a flammable liquid.);
(iii) in column 3, note "D.O.T. label in use as of December 31, 1968." (For example, acetone bears a red label.);
(iv) in column 4, find section numbers which refer directly to applicable restrictions. (For acetone, references are 1211.76 and 1211.77.);
(v) turn to section number referenced in column 4. Then, going down the left-hand margin of the referenced section, locate the section number or numbers also indicated in column 4. (In our example, section 1211.76 limits the capacity and type of container and quantity per vehicle which may be transported via either a tunnel, the George Washington Bridge Lower Level or George Washington Bridge Expressway while making due provision for the passage of empty containers, and prohibiting the passage of loaded or empty tank vehicles. Section 1211.77 imposes slightly different restrictions, based upon the use of inside containers.)
(2) To determine which restrictions, if any, apply to the transportation of a dangerous article whose specific name is not known, but whose general class is indicated in the shipping papers:
(i) locate, in the alphabetical index column, the name of the general class of commodity with which the unnamed article is normally identified, e.g., Flammable Liquid (N.O.S. or N.O.I., or N.O.I.B.N.), Corrosive Liquid (N.O.S. or N.O.I. or N.O.I.B.N.), etc.
(ii) Proceed as in (a) (iii), (iv) and (v) above.

Note: No tank vehicle is allowed passage if it is used for the transportation of aqua ammonia or ammonium hydroxide with more than 10.5 percent by weight of ammonia (NH3) or having a gravity exceeding 17 degrees Baume. No restriction exists, however, for empty tank vehicles which last contained such aqua ammonia or ammonium hydroxide, provided the tank vehicle is shown on the shipping paper to be empty, that is, drained of the material it last contained with residue not in excess of 50 gallons.
