Section 1211.10 - Combustible liquids
(a) Combustible liquids are not restricted, when in containers of 55 gallons capacity or less. Containers which have a capacity of greater than 55 gallons are subject to the same restrictions that are applied to tank vehicles (see (b) and (c) below).
(b) No tank vehicle, loaded or empty, shall enter either a tunnel, the George Washington Bridge Lower Level or George Washington Bridge Expressway if the vehicle is used in the transportation of any combustible liquid which has a flash point at or below 95 degrees Fahrenheit; nor shall any empty tank vehicle be allowed passage if it contains a residue of cut-back tar or any substance thinned with a combustible liquid solvent which has a flash point at or below 95 degrees Fahrenheit.
(c) Tank vehicles transporting combustible liquids which have a flash point above 95 degrees Fahrenheit are permitted passage provided the shipping paper bears the notation, "FLASH POINT ABOVE 95° F."
