No vehicle shall be operated carelessly or negligently, or in disregard of the rights or safety of others or without due caution and circumspection, or at a speed or in a manner so as to endanger or to be likely to endanger persons or property, or while the operator thereof is under the influence of intoxicating liquors or any narcotic or habit forming drug, nor shall any such vehicle be loaded in such a manner or with such materials, or be so constructed, operated or equipped as to endanger or be likely to endanger persons or property, or to be likely to render the use of vehicular crossings unsafe.
