Section 1150.1 - DefinitionsAs used in this Chapter, unless the context otherwise requires, the term:
(a) Aircraft means and includes any and all contrivances now or hereafter used for the navigation of or flight in air or space, including but not limited to airplanes, airships, dirigibles, helicopters, gliders, amphibians and seaplanes.(b) Authority means the Niagara Frontier Transportation Authority.(c) Authority rules and regulations means and includes the rules and regulations set forth in this Chapter.(d) Fuel storage area means and includes those portions of a terminal designated temporarily or permanently by the authority as areas in which gasoline or any other type of fuel may be stored, including but not limited to gasoline tank farms and bulkheads, piers or wharves at which fuel is located.(e) Manager means and includes the authority manager or other authority official in charge of a terminal, or his duly authorized representative.(f) Operational area means and includes any place at a terminal not leased to anyone for exclusive use and not a terminal highway, public vehicular parking area, public landing area, public ramp and apron area, public passenger ramp and apron area, public cargo ramp and apron area, public aircraft parking and storage area or fuel storage area.(g) Permission means authorization granted by the manager, unless otherwise specifically provided.(h) Person means and includes any individual, firm, copartnership, corporation, association or company (including any assignee, receiver, trustee or similar representative thereof) or the United States of America or any foreign government or any state or political subdivision thereof, or the United Nations.(i) Terminal means and includes: (1) air terminal developments operated by the authority consisting of runways, hangars, control towers, roads, ramps, buildings, structures, parking areas, improvements, facilities or other real property necessary, convenient or desirable for the landing, taking off, accommodation and servicing of aircraft of all types, including but not limited to airplanes, airships, dirigibles, helicopters, gliders, amphibians, seaplanes or any other contrivance now or hereafter used for the navigation of or flight in air or space, operated by carriers engaged in the transportation of passengers or cargo, or for the loading, unloading, interchange or transfer of such passengers or their baggage, or such cargo or otherwise for the accommodation, use or convenience of such passengers, or such carriers or their employees, or for the landing, taking off, accommodation and servicing of aircraft owned or operated by persons other than carriers;(2) marine terminal developments operated by the authority consisting of unimproved lands, one or more piers, harbors, wharves, docks, bulkheads, slips, basins, roads, railway connections, sidetracks, sidings or other buildings, structures, facilities or improvements, necessary or convenient to the accommodation of steamships, small boats or other vessels and their cargoes or passengers;(3) bus terminal or transportation center developments operated by the authority, consisting of buildings, roads, ramps, structures, parking areas, improvements, elevators, escalators, sidewalks or other real or personal property or facilities necessary, convenient or desirable for the accommodation and servicing of all types of transportation conveyances, including but not limited to buses, transports, or any other contrivance now operated by carriers engaged in the transportation of passengers or cargo, or for the loading, unloading, interchange or transfer of such passengers or their baggage, or such cargo, or otherwise for the accommodation, use or convenience of such passengers, or such carriers or their employees, or for the boarding or discharge of such passengers or cargo, or for the accommodation and servicing of any and every means of public or private conveyance owned or operated by persons other than carriers.(j) Terminal highway means and includes those portions or areas of an air terminal, marine terminal, bus terminal or transportation center designated and made available temporarily or permanently to the public for general or limited highway use.(k) Traffic means and includes pedestrians, animals and vehicles.(l) Vehicle means and includes automobiles, trucks, buses, motorcycles, horsedrawn vehicles, bicycles, pushcarts and any other device in or upon or by which any person or property is or may be transported, carried or drawn upon land, except railroad rolling equipment or other devices running only on stationary rails or tracks, and except aircraft.(m) Watercraft means and includes any and all contrivances now or hereafter used for the navigation of waterways, including but not limited to any ship, steamship, lighter, carfloat, scow, yacht, motorboat, sailboat or other similar watercraft or equipment, whether used for private or commercial purposes.(n) Landing area shall mean and include those portions of an air terminal including runways and taxiways designated and made available temporarily or permanently by the authority for the landing and taking off of aircraft, and other areas between and adjacent to said runways and taxiways.N.Y.
