No vehicle shall be operated carelessly or negligently or in disregard of the right or safety of others, or without due caution and circumspection, or at a rate of speed or in a manner so as to endanger unreasonably or to be likely to endanger unreasonably persons or property, or while the operator thereof is under the influence of intoxicating liquors or any narcotic or habit-forming drug. Nothing herein contained or omitted from these rules and regulations shall be construed to relieve any person whatsoever from exercising all reasonable care to avoid or prevent injury or damage to persons or property.
