Flood damage reduction shall be achieved in part through nonstructural measures. To that end, no project shall be approved under section 3.8 of the compact unless it complies with such regulations and standards relating to the nature and extent of the uses of land in flood plains as the commission may adopt and from time to time amend pursuant to section 6.2 of the compact.
