No person, firm, partnership, corporation, association or other entity, including any of the signatory parties, any political subdivision, agency, department or instrumentality of any of them, shall cause or permit any pollution or violate the effluent quality requirements or allocations of stream assimilative capacity imposed by or determined pursuant to this Subchapter.
