To avoid unnecessary duplication and achieve maximum efficiency, signatory agencies to the Delaware River Basin Compact concerned with pollution control will be utilized to the maximum practical extent in enforcing these regulations. To that end, the executive director is authorized to enter into cooperative administrative agreements with these agencies.
