When the authority is the lead agency with respect to an action it has determined may have a significant adverse effect on the environment and it has directed the preparation of an environmental impact statement, the authority will utilize the applicable procedures set forth in 6 NYCRR 617.9, 617.11, and 617.12 in proceeding therewith. Depending on the particular action(s), the authority may also utilize the applicable procedures set forth in 6 NYCRR 617.8 (relating to scoping) and 6 NYCRR 617.10 (relating to generic environmental impact statements), as the authority deems appropriate.
