Section 5904.2 - Definitions

For the purposes of this Part:

(a) The term foundation shall mean the New York State Science and Technology Foundation, with headquarters at 99 Washington Avenue, Albany, N.Y. 12210.
(b) The term executive director shall mean the Executive Director of the New York State Science and Technology Foundation.
(c) The term board shall mean the Board of Directors of the New York State Science and Technology Foundation.
(d) The term Centers for Advanced Technology Program or CAT Program shall mean the program administered by the foundation pursuant to which a university or university-affiliated research institute (or a consortium of such institutions) which conducts, in collaboration with and through the support of private business and industry, a continuing program of basic and applied research, development and technology transfer in one or more technological areas approved by the foundation, may:
(1) apply for designation as a Center for Advanced Technology;
(2) after designation as a Center for Advanced Technology, apply for financial support for the purposes enumerated in section 5904.7 of this Part; or
(3) apply pursuant to section 5904.9 of this Part for a planning and program development grant award.
(e) The term applicant shall mean a university or university-affiliated research institute or a consortium of such institutions filing an application with the foundation for designation, financial support or a planning and program development grant award under the CAT Program.
(f) The term university as in university or university-affiliated research institute, shall mean an institution which meets any one of the following criteria:
(1) the title of the institution, as provided in its charter, includes the term university;
(2) the institution is a higher educational institution offering a range of registered undergraduate and graduate curricula in the liberal arts and sciences, degrees in two or more professional fields, and doctoral programs in at least three academic fields; or
(3) the institution has a significant established record of research in a technological area identified by the foundation as suitable for a Center for Advanced Technology. Such an established record shall be demonstrated by the regular inclusion in the annual operating budget of the institution of a level of expenditure for research in the technological field which, in the judgment of the board, is sufficient to support advanced research of high quality and substantial quantity.
(g) The term peer review panels shall mean those panels composed of nationally recognized experts in the technological areas and industries to which any application may be related and which are established by the foundation to review and evaluate applications for designation as a Center for Advanced Technology or for a grant award under the CAT Program.
