When economic development power becomes available for allocation, the board shall solicit applications for such power by public notice. Notice shall be in the form of newspaper advertisements or press releases and by such other means as the board finds appropriate. Notices and advertisements shall make reference to the allocation requirements and criteria set forth in this Part.
