Section 8187-2.3 - Complaints
(a) A complaint may be brought by the mayor or city manager of a city, the supervisor of a town (if a town has more than one supervisor, the presiding supervisor), a majority of the members of the council of a city, a majority of the members of the town board, or by an owner of record of taxable real property in a city or town.
(b) Within 30 days of receipt of a complaint, the State Board shall acknowledge the receipt thereof to each complainant and mail notice of the proceeding to the chief executive officer of each city and town within the county. Any such city or town may thereafter appear in the proceeding by filing a notice of appearance as provided in section 8187-2.4 of this Subpart.
