The results of the survey shall become a public record and be subject to the provisions of article 6 of the Public Officers Law upon completion of the survey. The survey shall be considered complete for a municipality upon the first use of the survey results in the determination of a tentative State equalization rate pursuant to Subpart 8186-2 of this Part, tentative special equalization ratios pursuant to former 9 NYCRR Subpart 186-7, as repealed in 1998, tentative class ratios pursuant to former 9 NYCRR Subpart 186-8, as repealed in 1997, or tentative class equalization rates pursuant to former 9 NYCRR Subpart 186-11, as repealed in 1997 for that municipality.
