The permit and plate or sticker issued by the State Tax Commission are for the motor vehicle specified therein. The permit may only be used for the particular motor vehicle for which it was issued and the plate or sticker may only be affixed to such motor vehicle. The permit and plate or sticker may not be used on any other vehicle by the carrier to whom it was issued, or by any other person. The issuance of a permit and plate or sticker carries with it the responsibility for reporting on the operation of that vehicle during each reporting period.
