The committee shall convene periodically upon the call of the Comptroller. A quorum for a meeting shall consist of four members. The committee shall act only upon the affirmative vote of a majority of the members in atten- dance or of four members, whichever is greater; provided that members may participate in a meeting and vote on any matter before the committee at such meeting by means of conference telephone or similar communications equipment allowing all persons participating in the meeting to hear each other at the same time and participation by such means shall constitute attendance at such meeting.
