Within 10 days after the receipt of such statement or any additional statement, the State commissioner shall notify the body or officer or local commissioner in writing whether the prospective appointee does or does not meet the minimum qualifications. If a prospective appointee does not meet the qualifications, the written notification shall specify the particular qualification or qualifications not met. In the case of a proposed acting commissioner, the notification shall indicate approval or disapproval pursuant to section 65 of the Social Services Law.
