Section 625.1 - Reimbursement for aid to dependent children (ADC)(a) Reimbursement for expenditures made under the aid to dependent children program (ADC) shall be claimed on schedules and formats prescribed by the department and in accordance with instructions of the department. Any claims which are federally reimbursable under a program of federally reimbursed aid to dependent children, child support enforcement, foster care assistance or reimbursable from any other program or activity funded or reimbursed by sources other than the State, shall be claimed from those programs or activities or alternatively shall be claimed in a manner that does not increase the amount of State reimbursement which would be available if Federal participation were available.(b) Expenditures made by social services districts for ADC shall be subject to reimbursement by the State in accordance with the provisions of section 153 of the Social Services Law if such expenditures reflect payments correctly made to eligible individuals. In addition, expenditures made by social services districts for the following programs and services may also be claimed as ADC expenditures, if appropriately made: (1) assistance provided to individuals receiving aid to dependent children (ADC) pursuant to the work incentive program;(2) assistance provided to ADC recipients participating in a program of on-the-job training provided by private employers or in a work supplementation program operated as an on-the-job training program for ADC recipients;(3) expenditures made as emergency assistance to needy families with children (EAF);(4) expenditures made on behalf of recipients' children who are deprived of parental support or care by reason of the unemployment of the parent who is the principal earner (ADC-U); and(5) other expenditures designated as aid to dependent children (ADC) by the Social Services Law or department regulation.(c) Expenditures made by social services districts for the following programs and services shall be claimed as follows: (1) Assistance provided as child welfare services to recipients of ADC shall be claimed in accordance with the directions for claiming child care and foster care reimbursement as set forth in Part 628 of this Title.(2) Assistance provided to dependent children in foster care shall be claimed in accordance with the directions for claiming child care and foster care reimbursement as set forth in Part 628 of this Title.(3) Expenditures made for purposes of child support enforcement activities shall be claimed in accordance with the directions for claiming child support enforcement as set forth in Part 627 of this Title.N.Y.
