Reimbursable costs must not exceed rates established by the department or imposed upon the department by State or Federal laws or regulations and must be in accordance with the limitations set forth in section 600.3(c) of this Title. Unless specifically permitted by the department, costs must not exceed rates ordinarily available to other persons or entities and will represent the lowest available rates.
