When an application for approval by the department of a certificate of incorporation is filed in accordance with other requirements of law, which certificate of incorporation includes among its corporate purposes the establishment and operation of a specific facility, such application may constitute, and be considered in lieu of, the application for an operating certificate under section 477.3 of this Part, with such additional or modified information as may be required.
