The commissioner will distribute to social services districts all or a portion of those Federal funds appropriated to New York State by the United States Department of Agriculture for the purpose of implementing approved food stamp employment and training plans. (b) Records and reports. In order to prepare adequate notification and plans as required by section 387.10 of this Title, each social services district must:

(2) maintain records and provide information and data regarding the food stamp caseload, and individual recipients of such benefits to the Office of Temporary and Disability Assistance, as required by the commissioner.
