Section 346.7 - Separation of functions

(a) No person involved in the collection of cash receipts shall participate in the accounting, disbursement or administration thereof.

(b)

(1) Waivers of this requirement shall be requested of the OCSE in writing, showing in detail the reasons the additional staff would be unreasonable and providing an alternate system of controls that reasonably insures that child support collections will not be misused. Each such request shall include a listing of all agency staff, showing their responsibilities.

(2) After receipt and review by the NYS Office of Child Support Enforcement, each approved request shall be transmitted to the Federal Office of Child Support Enforcement for consideration in accordance with applicable Federal law and regulations.

(3) No such plan shall be put into operation until approval therefor has been received by the district in writing.
