Section 8000.5 - Criteria for evaluating proposed access highway

The following criteria will be considered in evaluating a highway for designation as an access highway:

(a) The highway alignment should be adequate to prevent serious off tracking or wheel encroachment on the shoulder or opposing lane.
(b) The level of service should be "D" or better. Route, hourly or other restrictions will be considered when the level of service is poorer than "D".
(c) The accident rate should not exceed the statewide average for the facility type.
(d) The route should have no physical restriction calling for weight limits.
(e) Such other factors as may be necessary in connection with the particular highway or highways involved.
(f) These criteria should be considered and evaluated, along with an analysis of any other relevant and available data or information in the designation of access routes. It is not necessary that a highway conform with each criteria as a prerequisite for its designation.
