A notice of violation may be served personally or by first-class mail addressed to the driver or owner of the vehicle or the respondent. Any notice served by mail not returned by the post office for nondelivery shall be presumed to have been received. Any notice returned by the post office as having been refused shall be deemed properly served. The service date is the date a notice is mailed or personally served.
