This Part shall apply in all civil administrative enforcement proceedings brought, pursuant to section 145(3) of the Transportation Law, by the Department of Transportation against alleged violators of the Transportation Law, the rules and/or regulations promulgated pursuant thereto, or any permits, certificates or orders issued pursuant thereto.
