No person shall land or depart an aircraft on or from the airport, or use any area restricted by the airport operator, except upon payment of such fees and charges as from time to time may be prescribed for such use, unless such person is entitled to make such use without such payment under a lease or other agreement authorized by the airport operator, or as otherwise stated in these rules and regulations.
