Section 891.1 - Intent and applicability

(a) It is the intent of the commission that the rules contained in this Part comply with the provisions of 47 U.S.C. section 546 relative to franchise renewals. Except as otherwise provided, these rules shall apply to the renewal of every cable television franchise. No renewal of any franchise shall be effective unless it is approved by the commission pursuant to section 222 of the Public Service Law. An application for approval of a renewal shall comply with Part 897 of this Title provided, however, that the filing of a timely application pursuant to Part 897 of this Title shall, without further action, extend the applicant's operating rights pending final commission action.
