Application for consent and approval of the use of revenues, as required by section 107 of the Public Service Law, shall set forth the purposes for which the funds are to be used with the reasons for such use in sufficient detail to enable the commission to determine if consent and approval should be granted. The application shall state the financial condition of the applicant. (See Part 3 of this Title.)
